Xbox Cloud Gaming lets you play hundreds of Xbox games on a phone, laptop, smart TV or Fire TV Stick without downloading them. Microsoft moved the service out of beta on 1 October 2025 and made it part of every Game Pass plan: Essential, Premium and Ultimate. Because every frame is rendered in a Microsoft data centre and streamed to you as video, your connection matters more than your hardware. That raises an obvious question: can a VPN make cloud gaming better, or does it only add lag?

The honest answer is that a VPN usually adds a few milliseconds, so it is not a magic speed boost. It does help in specific situations: when your internet provider throttles video streams, when your route to the nearest Azure region is poor, when you play on public WiFi, and when you travel and want to reach your usual region. This guide explains each case, compares six VPNs that keep latency low, and shows how to set one up on every device that runs Xbox Cloud Gaming.

Quick answer: the best VPNs for Xbox Cloud Gaming

  • NordVPN: Best overall, with the fast NordLynx protocol, a huge server network and reliable split tunnelling on Windows and Android.
  • Surfshark: Best value, with unlimited devices so the whole household can stream games on one plan.
  • ExpressVPN: Best for TVs and consoles thanks to its router app and the Lightway protocol.
  • Proton VPN: Best for privacy, with VPN Accelerator to reduce speed loss on long routes.
  • CyberGhost: Easiest for beginners, with a 45 day refund window.
  • PureVPN: Budget pick with WireGuard and optional port forwarding.

How Xbox Cloud Gaming works

When you press play, your controller inputs travel to a server in a Microsoft Azure data centre, the game runs on Xbox Series X hardware there, and the picture comes back to you as a compressed video stream. Two numbers decide how it feels: latency, the round trip time between your device and the server, and stability, meaning how steady your bandwidth and latency stay over a session. A fast connection with lots of jitter feels worse than a slower, steady one.

Since the October 2025 Game Pass update, cloud play is included in all plans, but the plans differ in catalogue and stream quality. The cloud gaming model is the same across all of them.

Game Pass planUS price per monthCloud gamingCatalogueStream quality
Essential$9.99IncludedMore than 50 gamesStandard
Premium$14.99IncludedMore than 200 gamesStandard
Ultimate$29.99IncludedMore than 400 games, including day one releases1440p and higher bitrate on supported devices

All plans also support streaming selected games you already own, even if they are not in the Game Pass catalogue. Prices differ by country, and Microsoft has delayed increases for some existing subscribers, so check your local Xbox store before you pay.

Can a VPN improve Xbox Cloud Gaming?

A VPN adds an extra stop between you and the game server, plus encryption overhead. In most homes with a good direct route, that means slightly higher latency. A VPN can still improve the experience in four situations.

1. Your internet provider throttles streaming

Some mobile carriers and home providers slow down or deprioritise video traffic, especially on capped or unlimited data plans with "video optimisation". Cloud gaming looks like video to them. Because a VPN encrypts your traffic, your provider cannot easily single out the game stream, which can remove throttling and give you a steadier picture.

2. Your route to Azure is poor

Internet traffic does not always take the shortest path. If your provider sends traffic through a congested exchange, a VPN server near the Azure region can sometimes give a cleaner route. This is hit and miss, so test with and without the VPN rather than assume it helps.

3. You play on public or hotel WiFi

Hotel, airport and campus networks often block gaming ports, filter traffic or add captive portals that interrupt long sessions. A VPN gives you an encrypted tunnel that usually gets through these filters and protects your Microsoft account sign in from snooping on an open network.

4. You are travelling outside your home region

Xbox Cloud Gaming only works in supported countries. If you travel somewhere that is not on the list, the service may show a "not available in your region" message even though you pay for Game Pass. A VPN server in a supported country close to you can let you keep playing. Our guide to the best VPN for expats covers longer stays abroad in more detail.

Where Xbox Cloud Gaming is available

According to Xbox Support, cloud gaming is available in 29 countries:

  • Americas: Argentina, Brazil, Canada, Colombia, Mexico and the United States.
  • Europe: Austria, Belgium, Czechia, Denmark, Finland, France, Germany, Hungary, Ireland, Italy, Netherlands, Norway, Poland, Portugal, Slovakia, Spain, Sweden, Switzerland and the United Kingdom.
  • Asia Pacific: Australia, India, Japan, Korea and New Zealand.

Two practical rules follow from this list. First, always connect to a VPN server in a supported country that is physically close to you, because distance adds latency. A player in Croatia should pick Hungary, Austria or Slovakia, not the United States. Second, keep your Microsoft account region where you actually live. Changing account regions affects your store, payment methods and subscription, and Microsoft's terms expect you to use services where they are offered. A VPN is best used to keep access to your existing subscription while travelling, not to sign up from an unsupported market.

What to look for in a VPN for Xbox Cloud Gaming

  • A fast modern protocol: WireGuard or a WireGuard based protocol such as NordLynx, or ExpressVPN's Lightway. Older OpenVPN connections add more overhead.
  • Servers near Azure regions: Plenty of locations in supported countries, so you can always pick one nearby.
  • Split tunnelling: Lets you send only the browser or Xbox app through the VPN, or exclude it, so you can test which is faster without disconnecting.
  • Router or TV support: Xbox consoles and most smart TVs cannot run VPN apps, so a router app or clear router guides matter.
  • Stable connections: A VPN that drops for a second will freeze your stream. Look for automatic reconnect and a kill switch you can turn off while gaming if needed.
  • Enough devices: Cloud gaming encourages playing on a phone, laptop and TV, so a generous device limit helps.

1. NordVPN: best overall VPN for Xbox Cloud Gaming

NordVPN is our top pick because its NordLynx protocol, built on WireGuard, keeps overhead low and its network covers every country where Xbox Cloud Gaming is available. You can usually find a server in the same city or a neighbouring country, which keeps the extra latency small.

Split tunnelling on Windows and Android lets you route only your browser or the Xbox app through the VPN, while downloads and other apps use your normal connection. That stops background traffic from competing with the game stream. Threat Protection blocks malicious sites and trackers, which is handy on public WiFi. The 10 device limit covers most people. Read our full NordVPN review for speed and privacy details.

2. Surfshark: best value for families and shared homes

Surfshark allows unlimited simultaneous connections, so every phone, laptop and Fire TV Stick in the house can use it on one subscription. That suits homes where several people stream Game Pass titles at the same time.

It uses WireGuard by default and covers all 29 cloud gaming countries. Its Bypasser feature (split tunnelling) works on Windows, Android and macOS. Surfshark is usually one of the cheapest premium options on a two year plan. See our Surfshark review for more.

3. ExpressVPN: best for TVs and Xbox consoles

ExpressVPN stands out for living room setups. Its own router firmware and Aircove routers make it simple to put an Xbox Series X|S, Samsung TV or LG TV behind the VPN, since none of those can run VPN apps. Its Lightway protocol connects quickly and handles network changes well, which helps when a phone switches between WiFi and mobile data.

ExpressVPN also has apps for Fire TV and Apple TV, and split tunnelling on Windows, Android and macOS. It costs more than most rivals, but setup is the smoothest. Our ExpressVPN review covers the plans and features.

4. Proton VPN: best for privacy and long routes

Proton VPN is based in Switzerland, publishes independent audits and has a strict no logs policy. Its VPN Accelerator technology is designed to reduce speed loss on distant servers, which helps if the nearest supported country is far away, for example when travelling in parts of Asia or Africa.

Proton's network is very large, with servers across every supported cloud gaming country. Split tunnelling works on Windows, Android and macOS, and its Android TV app is useful for Google TV devices. Paid plans also support port forwarding on P2P servers, though cloud gaming does not need it. If you want to know when it matters, read what VPN port forwarding is. Full details are in our Proton VPN review.

5. CyberGhost: easiest Xbox Cloud Gaming VPN for beginners

CyberGhost keeps things simple, with clear apps and a large network of more than 11,000 servers in 100 countries. It runs WireGuard, has a Fire TV app and offers a 45 day money back guarantee on longer plans, which gives you plenty of time to test cloud gaming on your own connection. The 7 device limit is lower than rivals, but it is enough for most solo players.

6. PureVPN: budget pick with optional port forwarding

PureVPN is often the cheapest of the six. It supports WireGuard, works on Fire TV and offers port forwarding as a paid add on if you also host games or run a media server. Its network is smaller, with servers in more than 65 countries, but it still covers the main cloud gaming markets. The 31 day refund window lets you test it risk free.

Network requirements: with and without a VPN

Microsoft recommends a download speed of at least 20 Mbps and a 5GHz WiFi or wired connection for cloud gaming. A VPN costs some bandwidth and latency, so build in headroom.

How to set up a VPN for Xbox Cloud Gaming

On a Windows PC or in a browser

  1. Subscribe to a VPN and install its Windows app. Our guide on how to install a VPN on Windows 11 walks through every step.
  2. Set the protocol to WireGuard, NordLynx or Lightway.
  3. Connect to a server in the nearest supported country.
  4. Open the Xbox app or go to xbox.com/play in Edge or Chrome.
  5. Sign in with your Microsoft account and start a game.

On a Mac, play in Chrome, Edge or Safari and install the VPN from the provider's site or the App Store; see how to install a VPN on macOS. For a wider look at desktop options, read our pick of the best VPN for PC.

On Android, iPhone and iPad

  1. Install the VPN app from Google Play or the App Store.
  2. Connect to a nearby server in a supported country.
  3. On Android, open the Xbox app. On iPhone and iPad, open xbox.com/play in Safari and add it to your home screen for a full screen experience.
  4. Pair a Bluetooth controller or use touch controls where the game supports them.

On an Xbox console

Xbox consoles cannot install VPN apps. You can install the VPN on your router so every device on the network uses it, or share a VPN connection from a Windows PC through a mobile hotspot or Ethernet. A router is the cleaner option for daily use. Remember that on a console cloud play mainly helps you try games before installing them, so many players skip the VPN there.

On smart TVs and Fire TV

Xbox Cloud Gaming runs on recent Samsung and LG smart TVs and on supported Amazon Fire TV devices. Samsung and LG TVs do not support VPN apps, so use a VPN router. Fire TV devices running Fire OS can install VPN apps from the Amazon Appstore; our guide on how to install a VPN on Fire TV Stick explains the steps and the Vega OS limits.

Use split tunnelling to test which is faster

The quickest way to know whether a VPN helps your cloud gaming is to compare. Play the same game for ten minutes without the VPN, then with it, and watch for input lag, blurry frames and "your network is unstable" warnings. Xbox Cloud Gaming shows a network indicator during play; on PC you can open stream statistics from the stream menu.

If the VPN feels worse at home, use split tunnelling to exclude the browser or Xbox app, and keep the VPN on for everything else. If it feels better, for example because your mobile carrier throttles video, do the opposite and route only the game through the VPN.

Does a VPN help with other Xbox and PC games?

Cloud gaming is different from playing online on your own hardware. In a locally installed multiplayer game, what matters is your route to the game server, and a VPN mainly helps with DDoS protection and bad routing. If you also play shooters, see our guides to the best VPN for Warzone and the best VPN for Battlefield 6.

Should you use a free VPN for Xbox Cloud Gaming?

Usually not. Free VPNs tend to have few server locations, crowded servers and data caps, and cloud gaming can use several gigabytes per hour. Some free services also collect and sell browsing data. Proton VPN's free plan is the main exception for privacy, but it does not let you choose a specific country, so you cannot pick the server closest to an Azure region. A paid plan with a refund window is the safer way to test.

Frequently asked questions

Is it allowed to use a VPN with Xbox Cloud Gaming?

Microsoft does not ban VPN use in general, but the service is only offered in supported countries and your account should match where you live. Using a VPN for privacy, to avoid throttling or to keep access to your own subscription while travelling is common.

Will a VPN reduce lag in Xbox Cloud Gaming?

Only in some cases. A VPN adds a little latency, but it can reduce lag if your provider throttles video or routes traffic poorly. Test with and without it.

Which VPN server should I use for Xbox Cloud Gaming?

Use the closest server in a supported country. Distance is the biggest factor in latency.

Does Xbox Cloud Gaming work in every country?

No. It is available in 29 countries, including the United States, the United Kingdom, most of the EU, Australia, Japan, Korea and India.

Can I use a VPN on Xbox Series X|S for cloud gaming?

Not directly, because consoles cannot run VPN apps. Use a VPN router or share a VPN connection from a Windows PC.

How much speed do I need for Xbox Cloud Gaming with a VPN?

Microsoft recommends at least 20 Mbps without a VPN. Aim for 30 Mbps or more with a VPN, especially for 1440p streams on Game Pass Ultimate.
